The Arapahoe County Comprehensive Plan is the official public policy and strategy guide for land use, growth and development decisions for the future of unincorporated
Arapahoe County. The County’s zoning and subdivision regulations (Land Development Code) and Capital Improvements Program (CIP)provide tools for implementing the goals and strategies identified in the Comprehensive
Plan.
To build on the policies and direction of the current Arapahoe County Comprehensive Plan of 2001, Arapahoe County has adopted
a series of SubArea Plans to focus the goals and strategies for areas of special interest or communities with special needs.
To date, these include the following:
Strasburg SubArea Plan - completed May 2002 and subsequently adopted by both Arapahoe and Adams Counties as elements of their respective Comprehensive
Plans, addresses growth pressures to this rural, unincorporated town, located 40 miles east of downtown Denver within the
I-70 corridor, resulting in part from the relocation of the Denver International Airport. Arapahoe and Adams Counties joined
efforts to complete the Strasburg Community Needs Assessment Survey in March 2009 as the first step to updating the SubArea Plan. Check out the Strasburg SubArea Plan summary.
Byers SubArea Plan was adopted June 2003 as a guide for the future of this rural, unincorporated town located approximately 45 miles east of
downtown Denver within the I-70 corridor. Sustainable economic development and strengthening of the town’s infrastructure
are strong interests. Arapahoe County completed the Byers Community Needs Assessment Survey in December 2007 as the first step to updating the SubArea Plan. Check out the Byers SubArea Plan summary.
Lowry Range SubArea Plan, adopted January 2007, focuses on the State Land Board-owned Lowry Range, with the goals of providing quality and sustainable
urban development, as well as open space conservation and resource management opportunities.
Four Square Mile SubArea Plan, adopted February 2005, addresses a 2.62-square-mile, unincorporated, urban enclave bordered by the urban jurisdictions of
City/County of Denver and City of Aurora. Neighborhoods making up Four Square Mile are generally bounded by Mississippi Ave,
Yale Ave, Dayton St, Parker Rd and Quebec Ave.
I-70 Corridor Study – This multi-jurisdictional work effort for the I-70 Corridor, from the east boundary of the City of Aurora to the Arapahoe
County line, southeast of Deer Trail, was initiated in 2009 by the Regional Economic Advancement Partnership (REAP) of the
I-70 Corridor Chamber of Commerce, through cooperative efforts with Arapahoe County and Adams County. This study will evaluate
economic development strategies for the corridor and assess the strengths and challenges within corridor cities and towns
for attracting both employment and commercial services for residents.
