Community Development Block Grants
Applications for 2018 CDBG Funds are now available and will be accepted until 4:30 p.m. on Friday, Nov. 3, 2017.
Arapahoe County HCDS staff will host two pre-application meetings during the application period to review the CDBG program requirements and application and review potential projects and applications with interested parties. The pre-application meeting will be held at 1690 W. Littleton Blvd. in the Oak Room on the second floor:
- Sept. 29, 1 p.m.
- Oct. 12, 1 p.m.
We encourage all applicants to discuss potential projects with HCDS staff before completing applications to ensure projects will meet national objectives and local priorities and needs and are eligible activities permitted by the CDBG program. Community Development Block Grant Program
The Community Development Block Grant (CDBG) program is a U.S. Department of Housing and Urban Development (HUD) entitlement program, which allocates annual grants to Arapahoe County to develop viable communities by providing decent affordable housing, a suitable living environment and expanded economic opportunities, principally for low-and moderate-income residents.
The annual grant amount received by the County is determined by HUD and is based on population size and the number of low-and moderate-income residents.
The purpose of the CDBG program is the development of viable communities by providing decent affordable housing, suitable living environments, and expanding economic opportunities, principally for low and moderate income residents of Arapahoe County.
Eligible applicants may include: non-profit agencies, housing authorities, governmental agencies, quasi-governmental agencies, and in some cases for-profit businesses, that provide services to low and moderate income residents.
Each application must meet a National Objective (serving low to moderate income residents), as well as specific priorities, goals and objectives identified in the Arapahoe County 2014-2018 Consolidated Plan.
The CDBG program is limited to spending 15% of the grant on public service projects, with the balance allocated to public facility and infrastructure projects. We encourage applicants to consider the restriction on public service expenditures when completing applications and funding requests, being that this amounts to roughly $200,000 that is available to public services for the entire county, excluding Aurora (Aurora is a separate entitlement community).

CDBG funded projects must meet one of three national objectives:
- Benefit low-and moderate-income residents, or
- Prevent or eliminate slums and blight, or
- Meet an urgent need.
Each CDBG project must serve a population that meets the following Income Limits.
